Jill Hartley was born and raised in Colorado Springs, Colorado, with parents who were also artists. After college, Hartley moved with her husband to Wyoming in 1976, living in Hanna, Glenrock, and finally Rock Springs, where they purchased a small ranch near the Wyoming-Colorado border.
Jill's painting technique involves plein aire studies and photos, which are used in the studio to create her finished work. The paint is applied to stretched canvas over a detailed drawing. She uses a painting knife exclusively with no underpainting or use of mediums, only using a brush to sign her paintings.
